Abstract: | Establishing the supervising officer system through legislation is a requirement for implementing the Supervision Law and an objective need for the specialization of the supervising officer. Confirming the development goals and basic framework of the specialization of supervising officers through supervising officer law is conducive to advancing the rule of law of the supervising officer system and promoting the high-quality development of the supervising officer team. Aiming at the provisions of the CPC central commission for discipline inspection supervising officer law (draft) on the scope and conditions of the appointment of supervising officers, the following legislative suggestions are proposed: The design idea of “full-member” entry into the supervising officer sequence is questionable. Supervising officer sare special Supervisors and the organization scope should be smaller than that of Supervisors. The supervisor is also different from the staff of the supervisory agency. We should moderately relax the restrictions on the status of the supervising officer. Although obtaining legal professional qualifications should not be considered as one of the conditions for the appointment of a first-time supervising officer, the first-time supervising officer can enjoy the exemption of law-related tests or be a facilitative factor for consideration in future promotion. |
