| 摘 要： | 2009年中国将进入群体性事件的高发期,同样有可能成为深化改革、创造社会和谐的新契机1].面对当前由人民内部矛盾引发的群体性事件不断上升的严峻形势,研究预防和处置策略已成为公安机关亟待解决的问题.本文分析阐述了当前群体性事件的特点及成因.并就公安机关防范群体性事件的注意事项及对策进行了积极探讨.
