| 摘 要： | 2009年9月，最高人民检察院下发了《关于省级以下人民检察院立案侦查的案件由上一级人民检察院审查决定逮捕的规定（试行）》（简称《规定》），对职务犯罪案件审查逮捕程序改革作出了明确、具体、详细的规定。本文结合基层检察实践，简要分析一下省级以下人民检察院立案侦查的案件由上一级人民检察院审查决定逮捕这一改革措施运行以来实践中取得的成效、遇到的问题，并提出完善的建议，以求对检察工作实践有积极意义。
