| 摘 要： | 生态效益补偿机制是消除生态环境建设与保护中的负外部性的一种有效手段。生态效益补偿的含义和范围是实现生态效益补偿的基础。针对我国存在的立法问题,借鉴国外的实践经验,对我国生态效益补偿制度的建立提出几点建议。

| Abstract: | The compensation for ecological benefit is an effective measure of eliminating the negative externalities in the ecological environmental protection. Defining the meaning and limits are the basic condition to realize the compensation for ecological benefit system. Being aimed at the legislation problems on this issue in our country, using the practice experiences of other countries for reference, there are some suggestions to perfect the compensation foe ecological benefit system. |
