| 摘 要： | 产业技术联盟的发展呼唤优良法制环境的支持和配合。这不仅要求为民商事主体开展技术创新活动提供系统、清晰的法律规则体系，而且要进一步明确政府在扶持和推动产业联盟健康成长方面的法律职责。通过制定专门规范，为政府行为设定民主约束和程序监督以及完善科技基础设施，将推动技术创新和进步作为产业技术联盟的宗旨和原则，抑制技术联盟实践可能滋生的垄断现象，为产业技术联盟的健康发展提供法制保障。
