论国家政权建设视角下的农村警务工作创新

营造和谐稳定的社会环境,是社会主义新农村建设的重要保障。近年来农村公共安全秩序存在的问题有:某些基层农村政权受到威胁,群体性事件有增加的可能,各种类型的犯罪威胁着农村社会,交通和消防安全方面存在隐忧,黄色泛滥和赌博蔓延正在侵蚀农村的文化肌体。存在问题的原因有:警力总体不足,经费紧张,设备落后,体制不顺以及警务运行模式和公安民警素质等。因此,要加快农村国家政权建设步伐,保证农村公共安全秩序。

Bring Forth A New Ideas in Police Servicing of Countryside——In the Construct of National Political Authority Approach

A harmonious and stable social atmosphere can ensure the construct of new socialist countryside.Recently,there are some problems of public security order in our countryside,such as the organization of political power at the grass-roots level is been menaced,groups incidents of public security ever-increasingly,many crimes in countryside,poor in traffic and fire fighting capabilities,so on.The reasons of causing these problems maybe is complicated,but,especially poor in police and money,national political authority the pattern of the organization of political power at the grass-roots level cannot meet the needs of a harmonious society because of these problems and an old police administrative type.We should change the pattern of public security practice subject to meet the needs of countryside progress and society development.We must set up a new systematic pattern of countryside police and strong national political authority pattern in order to keep public security order in countryside with the ideas of the rule of law and service liability
