论政治资源的科学配置与使用

社会主义政治文明的实质是实现政治资源代表最广大人民根本利益的合理配置和使用。所谓政治资源,主要包括三方面内容:一是政治制度,二是政治权力,三是政治意识。政治制度资源配置的关键是以健全的政治运行机制确保人民当家作主权利的实现。政治权力资源配置的要害是解决由于权力的二重性而带来的权力腐败现象。政治意识资源配置的核心任务是深入改造社会成员的小生产政治心理,提升人们的现代民主政治素质。而要切实实现以上三方面政治资源的科学配置与使用,必须把工人阶级执政党自身政治文明建设提到重要位置,注重制度建党,推进政治文明。

On the Scientific Distribution and Utilization of Political Resources

The essence of socialist political civilization, with a goal to represent the fundamental benefits of the utmost majority of the people, is to achieve the rational distribution and utilization of political resources. The contents of the so called political resources can be classified in three categories: political institution, political power and political consciousness. The crux of distributing the resources of political institution is to ensure the rights of the people as masters of their country; and the crux of distributing the resources of political power is to solve the problem of power corruptions resulted from the duality of power, while the central task of distributing the resources of political consciousness is to painstakingly reform the social members'small production mentality so as to enhance the people s quality of democratic politics. To achieve a true realization of these goals, great importance must be attached to the ruling party's building political civilization as a political party of the working class. Special attention should be paid to building the party by institutions so as to carry forward the political civilization.
