| Abstract: | With the dilation of management scope related to foreigners in Shanghai, it is uigent to set up a policing mechanism for suiting to burdensome task. We must build the grid mechanism depending on special troop to deal with cases related to foreigners, set up the management mechanism giving priority to local police organ, establish the centralized certificate mechanism for managing foreigners. |
