政治权力运行视野下的党内监督新模型

政治权力运行视野下,权力授予原则、权力控制原则构成党内监督必须遵循的法则。包括＂党的纪律检查机关的独立监督功能发挥不到位、对领导机关和领导干部的监督不到位、党代会的监督职能发挥不充分＂等在内的一系列困境因素,已经对党内监督的成效形成制约。以实现政治权力的科学运行为基本内核深化党内监督,必须从＂理顺党的纪律检查机关的领导体制、把重点放在对领导干部的监督上、发挥好党代会的监督职能＂等方面,切实推进党内监督策略路径创新。

On New Pattern of Inner-Party Supervision in Perspective of Operation of Political Power

In perspective of operation of political power, both the principle of power-granted and power control constitute necessary regulations of inner-Party supervision. There have such some restriction on efficiency of inher-Party supervision as the function absence of independent supervision of the Party＇ s departmems of inspecting discipline, of supervision to leading organizations and cadres and of the Party congress. The inner-party supervision will be deepened by straightening out the leading system of the Party＇ s inspecting discipline, emphasizing supervision on leaders and cadres and strengthening the supervision function of the Party congress, and thus be realized strategic innovation.
