| 摘 要： | 加强公安局长的能力建设，才能充分发挥一把手的关键作用，适应形势发展对一把手的要求，真正起到一把手的表率作用。加强公安局长能力建设，应抓住科学判断形势的能力建设、统揽全局的能力建设、与时俱进的创新能力建设、处置突发事件的能力建设等着力点，同时要注意从多方面体现公安局长的能力。

| Abstract: | Chief of public security bureaus should increase his capability to fully play his key role as an example for his staff and meet the demands of the situations.To increase his capability,chief of public security bureaus should focus on the following aspects: judging the situation scientifically,ruling the overall situation,innovating with the change of the times and dealing with emergencies. |
