| 摘 要： | 党政主要负责人履行法治建设第一责任人制度是一种政策性制度,包括问责依据、问责主体、责任主体、问责情形、责任形式等实施要素。这一制度目前存在责任主体范围较窄、评价标准不明、监督机制不健全等问题,影响了该制度的实施效果。应扩展责任主体范围、构建法治建设工作成效评估体系、健全制度运行的监督机制等,提高党政主要负责人履行法治建设职责的能力,以健全并保证该制度的贯彻落实。
