国际非政府组织参与全球治理的合作路径及其对中国的启示——以澳大利亚国际非政府组织在印度洋海啸中的救援行动为案例

面对全球公共问题的不断涌现，国际非政府组织的作用日趋明显。澳大利亚国际非政府组织在印度洋海啸救灾中所谋求的同本国政府、联合国及其附属机构以及当地非政府组织的合作反映了国际非政府组织参与全球治理过程的基本路径。在多层次地重新建构中国的大国形象过程中，中国也应注意发挥非政府组织的作用。

On the Cooperative Route in the International Non-Governmental Organization''s Participation to Global Administration and Its Enlightenment to China——Taking The Rescues Action in Indian Ocean Tsunami of Australian International Non-Governmental Organization

With continuous emergence of global public problem, it is increasingly obvious for the role of international non-goVernmental organization. The cooperation among Australian international non-governmental organization, Australian government, united nation and its subsidiary body and local international non-governmental organization reflects basic route in the international non-governmental organization＇ s participation to global administration. China should also concern its role of non-governmental organization in a process of the reconstruction in multi-level of its power image.
