Matching Public Measures and Private Sector Objectives: The Experience of Cardiff, Wales

After periods of employment in the chemical and steel industries, he entered local government in South Wales, in due course becoming Head of Corporate Services, Cardiff City Council. He has also worked with theDepartment of Industrial Relations and Management Studies, University College, Cardiff. Since 1988 he has been a management training consultant.
Abstract:This article considers the extent to which Local Economic Development Measures (LEDMs) match the needs and objectives of private sector organizations and individuals seeking to develop businesses. This study, based on case material in Cardiff, Wales, uses a 5-point model to describe and analyze general business patterns. The study finds that LEDMs only partly identify the needs and objectives of businesses, and even when potentially useful, poor quality service delivery tended to undermine the effectiveness of these measures.
