| Abstract: | Geography_deciding theory is the foundation of Montesquieu's thoughts.He believes that geographical condition decides the form and measure of a country's penalty, on which basis the punishment concepts mainly are:1) penalty justice; 2) penalty allowance;3) penalty corresponding;4) opposing penalty to thinking;5) emphasizing the difference between penalty and morality. |
