| Abstract: | : It was put forward in the Sixteen Party Congress that a ruling Party must be in power by law, which , being a historical choice, reflected the necessity of history and reality. Being in power by law is an inherent demand for the modern socialist Party to achieve political modernization, and a scientific summary of the Party's experience for over 50 years as well as decisive importance for the construction of socialist spiritual civilization . |
