| 摘 要： | 在建设社会主义和谐社会、加强依法执政的新形势下，司法行政机关应怎样在法制宣传教育中更好地把握时机，针对领导干部肩负的历史使命和神圣职责，进一步把领导干部学法用法工作作为法制宣传教育的重中之重，并如何在新时代、新形势、新情况下，不断对领导干部学法用法工作创新理念、破解难题、求变思进，以推进、提升其工作水准，这是我们必须思考的一个重大课题。
