新公共管理下的现代警务改革

公安工作在不断自我完善、自我发展的同时，也逐渐显现出某些与社会发展不相适应的环节和方面，结果大大影响了公安机关的效益和效率。所以，转轨期的公安机关承受着来自外部和自身的强大压力，也面临着众多的困境。只有进行有效的改革，才能应对挑战，走出困境。而新公共管理理论为现代警务改革提供了一种理论模式和经验，如建立服务型警务模式、实现治安管理主体的多元化、鼓励警务“私有化”、建立“有限公安”、扩大基层的自主权等。

Modern Policing Reform Guided by New Public Administration

With the incessant self - improvement and self - development, police work gradually betrays some links and aspects inadaptable to social development, which gravely tamper with police benefit and efficiency as a result. So police organ that is transforming is under high pressure from both outside and itself, and is also confronted with numerous dilemmas. None but effective reform can enable the police to meet the challenge and find the way out. New theory of public administration provides us with a theoretic mode and experience, such as establishing service policing mode, realizing the pluralism of the main body of peace order administration, encouraging policing to be ＂privatized＂, setting up ＂narrow public security＂, and extending the right of self- determination of grass roots, etc.
