摘    要:提高人力资源的整体素质,搞好招聘与选拔、培训与开发,由以往更多以工作取向,转为更多以人取向,以人而不是因工作而异。要合理控制人员流动,规避人员流动风险。全面加强企业文化建设,培育企业精神。要完善企业资本制度,实现资本产权激励。人力资本产权激励具有内在性和长期性的特点,是一种多功能的综合性激励。

Abstract:The traditional personnel administration should be changed to the modern human resource administration.The enterprise should improve the whole qualification of human resource,recruit and promote well,train and develop well.Former work tropism changed into personnel tropism.We are according to personnel not works.We should properly control personnel changes to avoid risk from personnel change.We completely strengthen enterprise culture development and cultivate the enterprise spirit;it is useful for efficient administration of human resource.We should complete enterprise capital system and realize encouragement in property rights.Property right encouragement of human resource has internal and long-term features;it is a kind of integrated encouragement with multi-functions.Through encouraging usage,efficient development and exerting power of enterprise personnel resource,we can realize the expected organization's goals at the most efficiency.
