谈公安信息化与警务变革

公安信息化不仅仅是个技术问题，它需要有组织管理的变革支撑。传统警务组织不适应警务信息化的需求，应当向基于信息技术的组织转变，需要从流程、结构、人员、文化四个方面进行变革。在当前的警务变革中，必须突出警务信息中心的地位；强化警务信息资源的观念；实现全体民警的信息意识与信息素质的再造。采用新型的警务组织形式开展工作。

On,Public Security Informanization and Reformation of Police Affairs

Public security informatinization does not rely on information technology, but also on transformation of organization management. Traditional police organization should be transformed to the organization based on information technology so as to copy with police informatinization, which can transform from four aspects： workflow, structure, personnel and culture. In the current transform, the central position of police affairs information should be given prominence; the concept that police information is an important resource should be strengthened; all police should rebuilt their information consciousness and competence; and a new type of police affairs organization should be introduced.
