法治政府目标体系——中国法治政府建设十大成就之一

法治政府建设是中国特色社会主义法治国家建设的基础性环节。根据《法治政府建设实施纲要(2015—2020年)》的要求,到2020年基本建成以“职能科学、权责法定、执法严明、公开公正、廉洁高效、诚实守信”为目标体系的法治政府。经过多年的不懈努力,通过深化“放管服”改革和建立权力清单制度,有力地推动了政府职能科学、权责法定的组织性目标的实现;通过行政执法体制改革,构建行政执法三项制度,切实地完成了执法严明、公开公正的过程性目标;通过完善行政监督体系,深入政务诚信建设,有效推进了廉洁高效、诚实守信的伦理性目标的制度化。以此为标志,中国法治政府建设已经达成了预期目标。

Targets System of Government under the Rule of Law--The One of the Ten Major Achievements in Building a Government under the Rule of Law in China

The construction of a government under the rule of law is a fundamental link in the construction of a socialist country under the rule of law with Chinese characteristics.According to the requirements of the“Implementation Outline for the Construction of a Government under the Rule of Law(2015—2020)”,a government under the rule of law with the targets system of“scientific functions,statutory powers and responsibilities,strict law enforcement,open and just government,clean and efficient government,honest and trustworthy government”will be basically established by 2020.After years of unremitting efforts,through the deepening reformation of“decentralization,regulation and service”system and the power list system,it has effectively promoted the realization of the organizational targets of achieving“scientific government functions”and“statutory powers and responsibilities”.Through the reformation of the administrative law enforcement system and the building of the“three systems of administrative law enforcement”,the procedural targets of achieving“strict law enforcement”and“open and just government”have been fulfilled.Through the improvement of the administrative supervision system and the in-depth construction of government integrity,it has effectively promoted the institutionalization of the ethical targets of achieving a clean,efficient,honest and trustworthy government.With this as a sign,the expected goals of building a government under the rule of law in China has achieved.
