该文认为,＂十二五＂时期到2020年上海促进城市低碳发展、建设低碳化国际大都市,是上海顺应低碳城市建设的国际潮流、化解城市发展与资源环境约束趋紧矛盾、担当全国可持续发展排头兵的重大战略抉择并提出,上海促进城市低碳发展、建设低碳化国际大都市需创新性转型：要以低碳理念为指导、以低碳能源为重点、以低碳环境为条件、以低碳产业为基础、以低碳技术为支撑、以低碳城（园）区为依托、以低碳社会为保障、以低碳行政为配套,最大限度地实现城市发展的低消耗、低污染和低排放与高利用、高清洁和高效益。
