中国农村土地制度的现代化转型

中国现代化的真实实施是从新中国成立开始的,从政治理念与现代化建设相结合的角度来看,当下农村土地制度的转型应该是创制一种单一代理的选择型公共制。在这个转型中,身份资格只是农民与土地关系的逻辑起点,经济活动的依据是由市场机制保证的选择性权利,制度和政策所要保证的,主要是市场交易的公平性与各种统筹的道义性之间的协调一致。

The Modern Transformation of the Rural Land Institution of China

The rural land institution has experienced two fundamental transformation involving peasants,land and market since the foundation of New China.Now,the modernization requires the third transformation,which is the authentic land operation of the socialistic market economy,or the exclusively acting choice-oriented public ownership.Within this transformation,identity qualification is only the logic starting point of the relationship between peasants and land.The economic activity is based on the selectable rights ensured by market mechanism.And the relevant institution and policy is just meant to guarantee the equality of market transaction and coordination between all sorts of banlanced morality.
