| 摘 要： | 农村义务教育投融资法制是农村义务教育法制的重要组成部分，农村义务教育投融资法制经过近三十年的发展，已取得了阶段性的进步。但其存在问题也是不容忽视的，农村义务教育经费投入不足是制约农村义务教育发展的根本原因，直接影响着中国农村基础教育的健康发展。该文通过界定农村义务教育和农村义务教育投融资概念，对农村义务教育投融资现实困境进行分析，挖掘其深层次的原因，从立法、执法两个层面提出完善农村义务教育投融资法制的对策。
