| 摘 要： | 由于现行的“市管县”体制已经不能适应新形势下社会的发展，“省管县”体制改革越来越成为理论界和实践界的热门话题。由“省管县”取代“市管县”是中国行政体制改革的一部分，符合目前中国社会和市场经济的发展要求，是能够促进市场经济特别是县域经济、农村经济健康发展的体制。在“省管县”体制改革中，不可避免地会遇到一些困难和阻力，为此，要逐步下放权力，理清省市县各方权益，协调好省市县各方的关系，进一步推进“省管县”管理体制改革。
