According to law, the deputies to people＇s congress at various levels above the county level cannot be arrested and other coercive measures or criminal trial without the license of the National People＇s Congress or Bureau Standing Committee of the same level. However, the review subject, content, time limits and other rules for the Congress to exercise the permission tights did not elaborate in the law, and even with legal conflicts, leading to problems in the implementation process. This article elaborated on the crux of licensing procedures to take coercive measures to the deputies to the people＇s congress and countermeasures from the perspective of prosecutors in the investigation of post crimes.
