| 摘 要： | 我国的改革深化固然受制度需求的影响,但在更大程度上受制于权力中心在既定的政治经济秩序下提供新的制度安排的能力和意愿。因此,研究制度供给更具现实意义,也更符合国家与社会发展的需要。基于这种考虑,本文把视角定位在制度供给中的政府职能及其转变。
