| 摘 要： | 我国公安机关现行的“以块为主”的管理体制 ,在社会主义市场经济体制逐步确立的今天 ,在公安实践中引发的弊端越来越明显 ,必须尽快解决。本文认为 ,根据公安工作的发展趋势和国家法制建设的基本要求 ,省级以上公安机关的管理体制保持不变 ,地、市以下公安机关先试行“以条为主”的管理体制。

| Abstract: | While the socialist market economic system is being established today,the“rely-mainly-on-region”administration system of our country's current police organs practically leads to abuses,which are more and more obvious,must be solved.On the basis of development trend of police work and basic requirement in the building of our country's legal system,the current police administration system above Provincial levels keep unchangeable while the “rely-mainly-on-centralization”administration system will be tested below prefecture levels. |
