关奇党员在人大中双重身份的思考

人大代表的党员身份与代表身份在本质上应该是统一的，但在具体实践中也存在不一致的现象。为此，应从讨论、决议的问题出发，确认其行使权利的身份；从行使权利主体出发，提高代表素质、独立思考能力以及“代表性”；从立法规范角度出发，建议立法明确党员人大代表的身份性质；从参政议政实效出发，逐步从兼职代表制向专职代表制过渡；从长远和整体利益出发，将党的领导与人民当家作主和谐统一起来。

Reflections on Double Status of Party Deputies to People's Congresses

Some deputies to people＇s congresses have double status both as a party member and as a deputy. The two statuses should be unified in essence, but sometimes are in inconformity with each other. The article tries and helps understand and tackle the problem of double status some deputies to people＇s congresses have by analysing such functions people＇s congresses should perform as discussing major problems, making decisions, exercising their rights, legislating, participating in the deliberation and administration of state affairs and safeguarding the long-term interests of the Party and the people as a whole.
