制度伦理本身就是制度与伦理的结合，其内在的特殊性决定了建设一种好的制度伦理不是件容易的事。而我国历史与现实的客观事实又加剧了这项工作的难度。因此，公权部门的制度伦理建设仍需找准方向，定好标准，在可行的方式下进行。
