| 摘 要： | 所谓群体性事件现场＂软处置＂,是指民警在群体性事件现场以对话方式解决参与群体性事件中的群众诉求或利益问题。通过对话能够解决武力威胁和震慑无法解决的问题。在群体性事件现场处置中,受民警自身素质的影响,还无法和参与群体性事件的群众进行对话。表现在：在群体性事件现场处置的形成阶段,民警不愿意与群众对话;在群体性事件现场处置的对峙阶段,民警不懂得与群众对话;在群体性事件现场处置的激化阶段,民警不敢与群众对话;在群体性事件处置各个阶段中,民警不善于与群众对话。
