论乡村三重关系

乡镇与村庄之间具有三重关系:一是乡镇党委与村党支部的领导与被领导关系;二是乡镇政府与村委会在村民自治事务范围内的指导与被指导关系;三是乡镇政府与农民在政府依法行政事务上的管理和被管理关系.第一重关系体现党的领导原则,第二重关系体现村民自治原则,第三重关系体现依法行政原则.乡村三重关系是一个有机的整体,以其中任何一个关系、一个原则来否定其他两个关系、两个原则,都会造成乡村关系的失调.从我国乡村治理的现实需要出发,为建设良性互动的乡村关系,关键在于融三重关系为一体,有机配合,互相促进.

On the Triple Relationship of Town or Township and Village

Triple relationship lies between towns and villages, the first being that of leading and being led between town or township Party committees and village Party branches, the second being the instructing and being instructed relationship between town or township government and village committees in managing villagers' autonomy, the third the relation of administering and being administered between town or township government and peasants in the government's lawful administrations. The first relation reflects the guiding principle of the Communist Party while the second embodies the principle of villagers' autonomy and the third expresses the principle of administration by law. The three relations are organically integrated, the negation of any two by another tending to result in the imbalance of rural relations. Given China's current rural administration situation, the key to the construction of a positive and reciprocal rural relationship lies in the integration, organic coordination and mutual promotion of the three relations.
