| 摘 要： | 十六届四中全会以人为本行政理念的提出,开创了我国行政科学研究的崭新境界,它体现了科学的行政精神、时代的人文精神和优先发展生产力的价值取向,也是构建社会主义和谐社会的根本要求。因此,我们只有努力实践以人为本的行政管理理念,才能实现社会主义和谐社会的美好愿景。

| Abstract: | The humanity-oriented concept for administration was advanced in the Fourth Plenary Session of the Sixteenth Central Committee of the Communist Party of China,which creates a new field of scientific administrative research.As the fundamental requirement of constructing a harmonious socialist society,it reflects the scientific administrative idea,humane spirit of the time and the values of placing high priority on the development of productive force.Therefore,only by putting the humanity-oriented concept for administration into practice can we realize a harmonious socialist society. |
