| 摘 要： | 围绕宋、夏关系的变化这根主线,北宋的西北民族政策及其对西北边疆的经营经历了由积极到消极被动、再到积极主动的变化过程.其经营方式也由单一的土地开发转向全方位的综合经营.在此过程中,日益开明、务实的民族政策,调动了各少数民族的积极性,使西北边疆各族全面参与到西北地区的开发中,成为北宋西北边疆经营中的一大亮点.宋政府的经营达到了其主观目的,客观上促进了西北地区的开发与民族融合.
