| 摘 要： | 行政道德失范是产生腐败的内在因素，具体表现在行政体制自身的“组织道德”失范和行政角色冲突下部分行政主体道德失范两个方面。因此，克服行政道德失范，需要从完善行政体制与改善公务员队伍建设两个方面入手。

| Abstract: | Administrative and moral anomie is the intrinsic factor to produce corruption, show that “framework morality” anomie of the administration system oneself and administrative main body moral anomle in the conflict of the administration role. Then to overcome administrative and moral anomie, the countermeasures and suggestions is put forward from administrative system and the civil service. |
