行政许可模式的审视与重塑

行政服务中心是目前我国行政许可模式的重要形式。然而，现行的行政许可中心模式至多只能说是“善政”，改善的是行政许可的组织程式与运作方式，缺乏政府与社会、公民的良性互动，难以从根本上解决现行行政审批体制与市场经济和民主进程的矛盾。应该充分借鉴“公共服务多元化”的理论精髓，结合我国实际，使行政许可服务由成立行政许可中心的“善政”模式转变为还政于民、还政于社会的“善治”模式。
