| Abstract: | As a kind of criminal policy and system for crime prevention and society defense, security disciplinary measures exist on the following social origin and theoretical foundation: the development of modern mode of production; the formation of selfish departmentalism concept; the springing-up of modern social problems; the striking criminal phenomena; the declining of retribution idea and the upsurge of society defense theory. |
