宪法关怀:解开农民问题千千结

中国是一个典型的农民大国 ,农民问题始终是中国革命、建设和改革的根本问题。农民负担沉重、农民权利受到侵害是我们面临的沉重困惑。长期以来的种种理论探讨和制度设计大都未走出排除农民在外的人治的思维定势。赋予宪法对农民的深情关怀 ,凸显农民的公民权利 ,让农民参与制定“游戏规则” ,给农民以平等的国民待遇 ,是真正彻底解决农民问题的终极选择。

On Constitutional Solution to Problem about Farmer

China is a country of populated farmers and their problems have always beenfundamental to Chinese revolution, construction and reform. Among them the serious ones that confuse us much are heavy burden of farmers and damage to their rights. Although many ways have been tried in theory and systems, they are all proved to be vain. How to get rid of the concept of rule of person? The best approach is that the Constitution grants farmers civil rights, rights to participate political activities and national treatment of equality.
