| 摘 要： | 胡锦涛在党的十七大报告中对科学发展观核心的诠释让我们进一步认识到"以人为本"的实质就是以最广大人民的根本利益为本。"以最广大人民的根本利益为本"具有两大显著特征:一是继承和发扬了中国共产党一以贯之的执政理念;二是凸显了中国特色社会主义的道德属性。
