构建民用爆炸物品安全管理机制

由于世界恐怖活动之频繁,加之国内涉爆安全事故和案件多发,近年来我国十分重视民用爆炸物品管理,2006年修订并实施了新的《民用爆炸物品安全管理条例》,各地不间断地开展治爆专项行动,管理措施多样,科技手段也得到了空前的应用,但效果并不突出。究其深层次原因,民用爆炸物品缺乏完善的安全管理机制为其症结所在。

Construction of the Safety Regulation Mechanism of Explosives for Civil Uses

In view of the increasing world wode terrorist activities and explosion-related incidents and cases in China,great importance has been attached to the control of explosives for civil uses in recent years.Regulations on the Safety of Explosives for Civil Uses was modified and enforced in 2006.Although many special campaigns have been launched to cope with explosion-related incidents and cases,a variety of countermeasures have been renewed and adopted and even scientific methods are widely applied,not much effect has ever been achieved so far,and it is the lack of a sound mechanism of safety control on explosives for civil uses that serves as the root cause of the problem.
