| 摘 要： | 狭义的水权指水资源使用权 ,是一种特殊的物权。我国水资源分布的地区不公平导致水权交易的必然出现 ,水权交易实质上是经济手段在水资源开发利用及保护中的运用 ,水权交易将在南水北调工程中及西部大开发中扮演重要的角色 ,水权交易不应威胁生态安全 ,不应忽视国家的利益。

| Abstract: | Water right refers to the right of the usage of water resources,and it is a kind of special right of products.The irregular distribution of water resources in our country results in the inevitable appearance of the exchange of water right.In essence,the exchange of water right is the usage of economic methods in exploitaton,utilization and protection of water resources.The exchange of water right will play an important role in the exploitation of western region.It shouldn't threaten the safety of our ecology,and the interests of the state shouldn't be ignored. |
