| 摘 要： | 本文认为 ,知识经济对中国既是机遇又是挑战 ,在这个时候如何提高立法质量和水平尤为重要。作者提出了四点主张 :一是突出科技立法的主导地位 ;二是确立“权利本位”立法的优先地位 ;三是主张立法与国际接轨 ;四是建立综合性与专门化结合的立法体制。
