事业单位“管办分离”改革探索中的北京模式

积极探索管办分离的有效实现形式,是事业单位改革重点之一。北京市自2004年起,先后在海淀区和市民政、园林绿化、医疗卫生领域,围绕解决政事合一、管办一体问题,进行了积极探索,形成了管办分离的北京模式。本文指出了北京模式的实质是体制内机构监管模式,分析了北京在事业单位管办分离改革探索中面临的问题,并提出了相应的建议。

The Beijing Model in the Reform of Institutions of Separating Supervision from Day-to-day Operations

Actively exploring institutions’forms of separating supervision from day-to-day operations is one of the priorities of the reform of institutions.Since 2004,for addressing problems of institutions’performing government functions and government departments’running institutions,Beijing has pushed forward the reform of institutions in the Haidian District and in the Civil Affairs Bureau,the Landscaping Bureau and the Public Health Bureau,as result,and formed the Beijing model in separating institutions’supervision from day-to-day operations.This paper points out that the Beijing model is essentially an institutional regulatory model within the system,as the same time,it also analyzes those problems in the reform of Beijing’s institutions and proposes some corresponding recommendations.
