社会动员的适度性问题探析

在一个国家中,适度的社会动员能充分调动起社会大众投身于社会各项建设事业的积极性、主动性与创造性。动员过度会影响到经济的持续发展和社会的稳定,其影响因素主要表现为工业化与城市化进程、经济增长、大众传媒的扩展、人为推动及社会流动等。社会动员不足同样不利于社会的发展,会使一个国家失去良好的发展机遇,甚至会导致发展失败。在实践中把握好社会动员的适度性是十分重要的。

Appropriate social mobilization plays a positive role in mobilizing the enthusiasm of the public for social construction,but industrialization and urbanization,economic growth,the expansion of public media,and artificial movement and social flow could become the factors bringing about overmobilization which affects the sustained growth of economy and social stability.Insufficient mobilization is similarly unfavourable to social development and likely to leave a country to miss the boat and fail in development.So it is very important to acquire an accurate understanding of the appropriateness of social mobilization.
