| 摘 要： | 一般行政规范性文件在我国行政管理中起着非常重要的作用,但有些一般行政规范性文件存在严重不合理、甚至违法的情况。现行的各种监督制度由于存在内在的逻辑上缺陷,基本上不能发挥监督作用。我们需要以加强事前监督为重点,完善司法审查制度为保障,重构一般行政规范性文件监督审查制度。
