| 摘 要： | 农民收入增长缓慢是当前农业和农村工作面临的最突出的问题。要增加农民收入,根本措施在于创新制度。创新农村土地流转制度,创新农村财税制度,创新农村投融资制度,创新农村经营组织制度,创新户籍制度,让农民享有真正的自由,还农民以公平的待遇。

| Abstract: | The slow increase of farmers' income has become one of the outstanding problems facing agriculture and rural areas.The key to increasing farmers' income lies in institutional innovation including bringing forth new ideas in institutions of transfering land,finances and taxes,investment and financing and business organizations in rural areas and in household registration system with a view to giving farmers true freedom and making them enjoy the same treatment as residents in urban areas. |
