对入世后外资国民待遇问题的思考

入世前,我国在吸引外资的政策上“超国民待遇”与“次国民待遇”并存,取得了相当大的成效,也存在不少问题;入世后,对外资的“超国民待遇”可以根据各行业和各地区的实际情况继续实行,但在“次国民待遇”上可作为的空间将逐步缩小,因此,要加强重点产业的引资力度、超国民待遇政策向中西部地区倾斜、积极探索和采用跨国并购的方式提高利用外资的规模和质量。

Rational Reasoning on National Treatment for Foreign Investment after China Accession to WTO

China had adopted the policies of both "preferential national treatment" and "discriminatory national treatment" on FDI before her entrance into WTO. These policies greatly supported the inflow of FDI but also caused some side effects. As a member of WTO, China can continue the policy of preferential national treatment but has to limit the usage of discriminatory national treatment. The author proposes that China reinforce the investment of foreign capital on those im-portant industries, that preferential national treatment assist the development of those undeveloped regions, and that try out the model of international mergers to enlarge the scale and improve the quality of FDI.
