社会资本理论为我国治安管理理论和实践导入了一种全新的研究范式。以推行农村社区警务为契机，挖掘农村现有的社会资本存量．大力培育农村良性社会资本，是完善我国农村治安防控体系的新路径。为此，要推动农村社区文化建设，培育信任社会资本；加强规范社会资本的培育，建立农村治安自律机制；组建农村治安网络，实现农村治安防控主体的多元化

Study on the Establishment of Our Country's Public Security Prevention and Control System in Rural Areas under the Social Capital Theoretical Visual Angle

The social capital theory has led in an entirely new study model for our country＇s public order administration theories and practices. Taking the opportunity of carrying out rural community policing in rural areas,the new ways to perfect our country＇s public security prevention and control system in rural areas are to tap present social capital storage in rural areas and to develop beneficial social capital with great effort in rural areas. To do this, we should advance community culture construction in rural areas, develop credit social capital, strengthen self-discipline mechanism, establish countryside public order network and realize pluralism of the main bodies of rural public security prevention and control.
