流域政府间横向协调机制研究述评

当下流域自然属性与社会属性之间的矛盾越发尖锐,实现流域治理的政府间合作因此显得尤为重要。然而在我国,受制于传统闭合状行政区行政模式的羁绊,流域政府常常采取机会主义的策略选择以及内耗的行动逻辑,这使得流域治理的政府间合作实际上很难达成。在这样的背景下,国内外对流域政府间横向协调机制作了大量的研究,提供了丰富的参考资料,凸现了流域政府间横向协调机制研究的现实、历史及理论意义。

Research Review on Mechanism of Coordination among Drainage Basin Governments

It is highlighted to achieve intergovernmental cooperation within drainage area on account of the increasingly sharp contradiction between natural attribute and social attribute of basin at the stage of being.In fact,China is hard to fulfill intergovernmental cooperation within drainage area since basin governments,who shackled with traditionally blocked zoning administration,often make an alternative of opportunist strategy as well as of "internal friction" action logic.As things stand,Scholars home and abroad have carried out numerous researches on basin intergovernmental lateral coordination,illuminating research status, history and significance with exuberant literate.
