Value Bases of the Private Party's Rights

The value bases of the private party' s rights can be analyzed in several aspects. First, legal philosophy basis: liberty and order should be considered with liberty being more important. Second, constitutionalism basis: the citizen' s rights are the source and end of the government power. Third, administrative law basis: it is a tendency in theory of modern administrative law that the private party' s rights is in the first place. Forth, reality basis: the private party' s rights lead to the rule of law, the democratization of administration and the realization of constitutionalism.
