失去土地农民社会保障问题探析

随着工业化、城市化进程的加快,大量农村集体土地被征用,“失土农民群体”正在形成并且有不断扩大的趋势。失土农民面临着“生(存)无所靠,老无所养”的困境,成为社会的一大隐患。面对失土农民面临的困境,只有通过完善土地征用补偿安置方式,变“一次性补偿”为“永久性受益”;通过建立多层次的社会保障制度,把失土农民纳入城镇社会保障体系之中;通过就业安置,以城镇下岗职工的模式把失土农民纳入再就业工程范畴等解决失土农民社会保障问题,以最大限度地保证失土农民“失土不失业,失土不失利,失土不失望。”

Research and analysis on social security for farmers without land

With the acceleration of industrialization and urbanization a large quantity of collective land in rural area has been requested. Groups of farmers without land are brought into being, and this phenomenon is tending to be expanding gradually. Farmers live on land. Once they lose land, they will get into a hobble. It has become a big social potential hazard. This article starts with the difficult position farmers without land are facing. The followings are indicated: Change Compensation once and for all into permanent benefit through procedures on compensation and resettlement of perfect land requisition. Integrate those farmers without land into the urban social security system through construction of a multi-layer social security system. Integrate those farmers without land into re-employment project scope through employment placement by using the model of urban laid-off workers. Only in this way can their re-employment, benefit and chance be guaranteed.
